Remote agent control

Features
GSP is centered on a web control plane that coordinates remote agents, game-server homes, user access, server files, Steam content, Workshop profiles, and XML-defined startup behavior.
The panel builds action requests and agents execute them on managed hosts, keeping hosting policy in the panel and runtime work on the server.
Admin server views expose agent state, cached resource snapshots, game-server counts, update status, and per-agent operations.
Core flows cover start, stop, restart, monitoring, logs, file management, server-specific settings, and force-stop operations for admins.
Game definitions are XML-driven, with current GSP work around schema support, validation scripts, and Workshop-aware template blocks.
The dedicated `steam_workshop` module supports Workshop installs, uninstalls, item lookup, admin XML profile management, and config copy workflows.
Source inventory confirms billing, website, register, support, and ticket modules. Exact billing-provider coverage remains a TODO pending focused module review.
Current maintenance
The GSP wiki identifies active work around Workshop handling, XML validation, agent operations, update behavior, and newer installer expectations such as PHP 8.3 and `gsp_` database prefixes.
Anything not confirmed by the local wiki or source inventory is presented as a TODO instead of a launch claim.
